In chapter 34, those who were supposed to be God's people have broken their covenant with God over and over. God would have had every right to dismiss the children of Israel. Not everyone was unfaithful. He is just and would protect His true children.  Then, in chapter 35, God distinguishes Edom from Israel. God would judge Edom for their hatred of Israel.
